Higher Education Emergency Relief Funding under Section 18004(a)(1) of the CARES Act Reporting

LeMoyne-Owen College has signed and returned to the Department of Education the certification and agreement.  The institution intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. There were no instructions given to students as students were not required to complete or submit any applications or documentation supporting financial need. However, a series of emails from the President’s office and Student Services were sent to students with distribution details. Furthermore, LeMoyne-Owen College have continued to pay all employees to the greatest extent practical. We are also reviewing all expenditures and evaluating contracts to negotiate more cost-effective services for the College.

LeMoyne-Owen College used the Spring 2020 "All Enrolled" report as the base to determine which students would receive the Emergency Financial Aid Grant and how much each student would receive under Section 18004(a)(1) of the CARES Act. Students were identified into two categories: 1) Title IV eligible and met all requirements set forth by the Department of Education and 2) Did not meet one or more of the requirements set forth by the Department of Education. Students who did not meet the above-mentioned requirements were listed with the reason for non-eligibility. Students who met all requirements were ranked by 2019-2020 Expected Family Contribution (EFC). The college elected to use the State of Tennessee Grant award chart; therefore, students with an EFC of 2100 or below received $1250 and students with an EFC of 2101 or higher received $750.

We are providing the below details as required by the Department of Education.

  • LeMoyne-Owen College has received a total of $830,138 from the Department pursuant to the institution's certification and agreement for emergency financial aid grants to students.
  • A total amount of $811,500 in Emergency Financial Aid Grants has been distributed to LeMoyne-Owen College students under Section 18004(a)(1) of the CARES Act as of the date of submission.
  • The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act was 747.
  • LeMoyne-Owen College was able to award Emergency Financial Aid Grants to a total of 687 students under Section 18004(a)(1) of the CARES Act.
